Disney reserves a certain number of rooms for the general public to book but the only way to do so is by calling the official Disney Central Reservations office, through the official Disney website or via a booking with an official Disney travel agent.

Yes, it’s a thing to help you find your room, or bring a little bit of seasonal Disney cheer for Halloween or Christmas, inspired by the Disney window decoration in the Disney parks!
And it’s allowed, as long as you don’t alter or damage the windows or rooms in any way.
